Where can I get a good quality, relatively basic shop-website? What sites are there that I can look through devs and see their portfolios and hourly rate/job rate?

I myself am a web-developer, but due to being busy, I want to get someone else to develop a site for a client. I've never had to ask someone else to develop a site for me, but alas.

I want to have them develop it, then I can manage it in future. So I would be looking for something with a relatively easy to use control panel like Wordpress, or whatever else can allow me to add future products, pages, change the look of the site, etc.
